How to recruit Thrawn and Daala in 2 planet start GC?

I’ve seen the AI with them in the same GC but I can’t figure out how to get them myself.

If they are in game they will be in a moff or imperial palace, failing that then you can't get them.

Well then haha I thought maybe since I didn’t capture coruscant, the maw, or kuat yet that would give me opportunity to recruit them.
