Bounty Hunters in Campgain with the IG-88 Global Upgrades

I'm playing as Black Sun in campaign and I took the IG-88 global updrages. I cannot figure out how I hire bounty hunters and am failing all the missions as I cannot use them. Any help??

IG-88(A), Boba Fett and Siri are all Bounty Hunters that can be used to neutralize enemy heroes.

Palaces (where you build Defilers) should also have Assassins which function the same as bounty hunters for hire as well.
