I assume You meant that the Elite African Infantry is greyed out and it tells you that "Unknown Attribute" is missing?
That is a mistake. I will fix it with the next update. Thank you for reporting.

1. When I made this there had just been some controversy around those in other mods(for total war etc.). Essentially hannibal just ad hoc having reequipped his men with Roman (swordy) gear and there was no indication of a regular use.
2. There is limited space in the ui + concept and. Carthage is designed with a narrow native roster that HAS to be augmented with locals and mercs to fulfill its mission. They already have top tier cav + archers, plus well documented spear infantry. So naturally the badly sourced and improbable units were cut.
And I've never seen any concept with levy/citizen swordsman for Carthage. That just seems way outside doctrine and in the scope of ancient warfare as a whole dubious.
