Can't occupy Deep Space

I have a mission to conquer Deep Space but my fleet can't even jump into that system. Anyone else have similar issue?

I just had this situation happen with Kessel, the empire is still on their first leader so its locked. I was trying remove the extra factions before fighting the empire though as the new republic.

Yes, this comes up pretty often.
You can live with it, scum it, or set it to Cruel Admiral, kill Galactic Empire leaders until they open.
