You are absolutely right, mod authors should initially set up the dependencies for their mods correctly.
At the moment there is no other way to save and load the order of mods other than sorting rules.
all mods that are specified as required for another mod will be placed above this mod.
perhaps in terms of tiles and maps this may not play any role (I have not personally checked), but for scripts it is important.

I checked, on version 42.11 the mod works correctly. Try to leave only this one mod enabled and check if anything has changed (the most obvious change is the mod search field at the top of the mod sorting order window). If this does not work, then try to check the integrity of the game files via Steam
