bandits just walk to the nearest corpse and walk around in circles ontop of it
If you clear an area of zombies and then 'seal' the area with high walls and gates (even make an 'air lock'), then other zombies cannot 'wander in off-screen' or otherwise spawn inside. This rule respects players who take the time to secure and fortify their location by not allowing the zombies to magically appear inside otherwise locked-down places - even if they travel to the other side of Knox Country.
Bandits, meanwhile, will gladly spawn inside a sealed compound with no respect to this mechanic. It feels unfair to build walls, gates, and other defenses only for a group of bandits to spawn in the center of your base anyway. It also completely negates the purpose of Bandits having skills for breaching or breaking into bases.
(am also even using bandits and day one while testing one of my own mods, which is still a work in progress) and its cool so far :)
