Report a translation problem
I have this issue where i have demand for industry and i have zoned for industry in various parts of the map. However, in specific parts of the map industry will not spawn even though there is demand and zoning. Is this something that can be caused by the design of the map or the scenario setup?
some tips:
1 if creating bus lines is locked, you have to delete and buind new bus base.
2 delete and rebuuild water suply
3 and most important get 2.5 k tiles in ore and oil quicly then make public transport
Would you mind posting the base map?

Building a new is a solution, but HARD -- as money is your limiting part at beginning :/
And an additional suggestion: why dont you place the power plant and the heating station near the cargo staion at oil field? They both do a heavy pollution and the power plant needs caol, that has to be imported and transported. And the pollution is at industry and not in the city.
- The spring hill district is missing some services, plop down a simple fire station and industry will spawn there, note also that it is noted as an oil district already
- I am not quite sure about the buses, it appears the moment you build a new depot they can be deployed while the old depot does not register for the requirement even when relocated. I will look into it some more but I am not sure I have the knowledge to fix that. For now the best solution seems to be to build a new one and destroy the old(if you dont want the additional weekly costs)
- Can you fix the thing with the bus depot? Although there is a depot there already, it says i can't edit lines or create new lines due to no bus depot built.
- Why is no industry moving in the Spring Hill district: Although my demand is quite high, the zones stay empty?
There's quite a bit of other things to consider but for a complete list you should probably not come to me as I am quite new to building scenario's as well.
- you want to set a realistic goal, one that takes too long (for example get a million inhabitants) will make people bored halfway, not just because it takes long but also because it is a very general goal. Make it too short on the other hand and it will not feel like an achievement.
- It probably is a good idea to take a general theme and not too basic of goals, since that will make your scenario stand out from others (theres a million get x inhabitants scenario's whilst getting a working city with only busses isnt that common)
