Well, as I said, I don't feel like learning how to make radiant quests, and I don't feel like messing with original chest contents either. I might put the blueprints next to Auriels bow, though. Or to some other place.
Until then, you'll have to be content with being able to smith it without quest, sorry.
could you add the blueprints to random chests than have a quest that simply marks them as quest markers?
it would be great if you would balance it a bit
Its was really ennoying finding out that my freinds can be VL and craft cool crossbows and i can be only VL
Maybe you can add a npc that gives a quest for the VL, in the quest you need to go and steal the blueprints before dawnguard can get to it
And another cool quest would be taming dawnguards trolls (maybe with some cool vampiric powers)

And, @bddog99: Yes, you do... this has got to be my favourite DLC (after Shivering Isles, which will rule supreme until they get lazy and remake it for Skyrim)
