If you made the District Courthouse buildable in every city, I don't think it'd be overpowered at all if it acted like a normal Courthouse in occupied cities and provided two Happiness in unoccupied cities, to remain consistent with other Happiness buildings, in addition to the benefits you listed above. Also, what kind of Great Person does the GPP count towards?
I haven't gotten to play the mod yet, unfortunately — Civ is being silly and refuses to download the mod, even though it's downloaded other mods today, and I've deleted Civ5ModsDatabase.db multiple times. Oh well.
Otherwise, the civ isn't that bad. The UU is interesting, and allows for spammability, but it's weaker, which is a big downside. The UB, I think, needs just a bit of clarification. It says that it removes unhappiness from unoccupied cities, which leads me to believe it can be built anywhere. If so, depending on how much unhappiness it removes, that also sounds really overpowered.
It doesn't look like a bad mod at all. I'm going to download the mod and see how it plays.
