Somebody asked about what "vanilla" game means. "Vanilla" means the game is unmodded, no changes from what game creators provide to players. :)

vanilla = base game. so "must be vanilla" means that PDX should integrate this as the default, instead of leaving this to a modder to do.

e.g. "leaders_defines.lua" - and something like:
NDefines.NAI.NAVY_BUDGET_FRACTION = 0.2
or whatever actual defines you need to override would be listed in your file...

Your mod is basically guaranteed to break. You've overwritten the entire 00_defines.lua, and that's a no-no. You should do as the very first line in that file indicates: make your own .lua defines for your mod that ONLY sets the value(s) you need.

Probably you are using other mods that modified common/defines/00_defines.lua
Ethier my mod will override the others or others override mine.
