Nevermind i figured out how to fix the issue. The error came when i was installing tons of mods into insurgency. If you have the same issue, just uninstall this mod and reinstall it again.

So the heavy guys now with the helmets and balaclavas have now Tan Us Desert vests and helmets. Anyone else having this issue?
