No modder, but since this doesn't change the AI, you might want to look into a less agressive AI mod.
Massilia kept declaring war and then asking for non-aggression pact, as did some other tribes.
It gave me no chance to form a lasting diplomatic partnership with anyone.
I know its not easy to get this balanced correctly, maybe it didn't mix well with some of the other mods I have installed, but in my opinion it didnt work well for me.
I tried Ø76923's Diplomatic Lubricant, will now try this one instead.
Military Access and Arrange Marriage in my opinion are easier to negotiate with the AI (AI offers them as well). Most of these things the AI will either offer or demand gold. So, yeah, that is what I have noticed (but I could still be wrong). Just try it out :-) .
