It literally IS the default with a little crack on top of it.
You want a real change from default explosions? Try the "Realistic Explosion Sounds 2" mod.

Yeah I figured. Usually snd_restart would work before a round but I guess now it's different.

I can't really help you there but I'm pretty sure a sound mod isn't going to cause crashes. Did you suscribe anything else other than this mod before the game started crashing?
I tested the mod through the workshop system and encoutered a similar problem. However, typing "snd_restart" while in the middle of a game (after the level has loaded) seemed to have solved it.
Apparently, sometimes typing "snd_restart" doesn't seem to create a .cache file for the mod when not in a round.
There could be another sound mod that is interfering with this one. Also, the changes are pretty subtle, so you might not even notice them in the middle of combat.
It should work on most servers. Some servers run with settings that disable all workshop mods in which case you will hear all the default sounds.
Does it work on all servers?
Press "~" to open console. Type in "snd_restart" without the quotes, should work after that.
