So where you want to copy or move it to is here:
user/Program Files (x86)/Steam/steamapps/common/Team Fortress 2/tf/maps
Do not move the map to the maps/workshop file, as that is where your workshop nav meshes are.
Now open TF2, and select create server. After that slog of a wait time is done, look for your map file, which should be found in the cp_ section of your maps. The map will save to your home map area, which is the area in which your normal TF2 maps are in, not where the maps you've downloaded off of the Community tab are. Try opening it up and see if that works.

You download Workshop maps by subscribing to them, the Steam client will download and install the map into TF2 automatically. It isn't necessary for players to subscribe to maps though because when a server is running a map that isn't installed in your TF2, it will download the map from the source automatically. Subscribing manually is just preloading maps, really.
By the way, if you would have read carefully, then you would have known that this map is old and hasn't been in developement for a long time.
