If your heading down the modding route then ModTools (from here in the workshop) is highly recommended, but be very careful with it as it's not for the faint hearted and CAN be game breaking if you play with the wrong things
As for the Pier system, all we (any modder) could make is a generic cosmetic one at the minute as with the airports it's all down to the AI pathing of ships/Planes and until CO gives us or someone figures it out we can't do anything about it.
