howd the game become 'less' stable over time? hopefully they look to buffing speeds stock game soon so theyll look at making speeds more stable.... theres the repeating idea of a thrust-to-mass ratio determinign max speed seems interesting.

1- how badly, if at all, do these changes and velocities mess with AI turret targeting (at speed, firing these velocities, tested?).
2- do you know if this works with the target lead mod? http://gtm.steamproxy.vip/sharedfiles/filedetails?id=719015315 (think itle be better if i ask them tho tbh)
3- do rounds going at these velocities have adverse performance on server speeds or is the speed change not drastic enough for somethign like projectiles? (i know larger ships over 400 do have adverse effect).

Yes, It will work fine.
So answer is no, unless you'll get that info somehow :)
1) Vanilla calibers, CSD Bombs, OKI collection gives a pretty huge veriety and freedom in warfare engineering. Plus Large Ship Railguns mod, that I aslo use, have a good speed stats on it's own.
2) I chose the OKI collection not only because of that is many guns in one mod, but also because there are some balance philosophy behind that author gives in the description. So I actually can take in count what moder was thinking of and apply it into universe with higher speedlimit. Balansing CSD Bombs also have some clean logic behind.
3) There are alot of cool looking weapon mods, but some of them lacking of description and some of them have a direct analog in OKI collection.
PS: Nuke type weapon is banned. :)
Just add this mod to modlist of your desired game save, load it and enjoy bullets and missiles flies faster! =)
