I would blame it on steam not updating on your side for some reason. I did it in the morning and had quite a few issues too, but right now on my side it's working and I have it spawned right now in 1.8.4. If you want you can try restarting steam hopping it checks for updates?

I just downgraded the build to 1.8, completely forgot to do it before uploading. This shouldn't affect the car in any way, and you may now be able to drive the car on the main branch!

That is intended behavior. In the base game there is the "quirk system", where your car develop odd behavior; such as the fairly common wipers turns on → car jolts forward which I've implemented to let players send the car at high speeds
