is there a conflict with 'better research tabs' ?
- Fixed bug causing extra completion messages in some situations.

Your description was enough for me to know what the bug was without even looking at the code. :D
The reason it does that with Colony Manager specifically is that they make sure the research is complete in a non-standard way (but not unreasonable given that you can add the mod to a game in progress).
Also, the comment *just under* yours is about that specific mod... Read before you post.
I took a quick look at Better Research Tabs, and it isn't surprising that it doesn't work together - that mod is implemented in the least compatible way possible. :(
