you also don't need to learn uc to do it for non-lwotc. as long as you can find a perk that gives -1 mobility you can use weapon skin replacer config to give that perk to the plating and make wsr core a requirement.

you don't need create uc to edit mobility debuff in case of LWOTC.
just config lw_overhaul to add or remove weight for vest and plating
