I think CA thinks the huge array of Regiments of Renown Daemons of Chaos get is enough to fill out your armies but they don't realise these units are meant to be emergency units for defence in many cases.

I don't think they get any global recruitment bonuses either. Kislev gets tons of capacity and even a tech that cuts time by 1 pretty sure. I use Kislev as an example but Warriors of Chaos have no issues with recruitment, Dark Elves (Malus) has the Black Ark, Epidemius has instant recruitment and potentially 20 of every unit at a time available. Astragoth doesn't have problems. Arbaal? Not sure. Only Norsca and Dwarfs have remotely similar recruitment issues and the nearby Dwarfs have the airship too.

@HotPizza87 That is a good suggestion, so I made temples increase local recruitment by +1. It stacks with other temples in the same province but temple upgrades wont increase the modifier. I did this because temples can be minor settlement buildings and things could get out of hand fast.

This race needs ways to increase local recruitment capacity. Late game Kislev can recruit a full army in 1 turn. Daemons of Chaos have 2 slots and unless the Khorne commandment is active or Draftmaster lord/s is in the province, they do not get any additional recruitment capacity.

Heya, am I blind, or are the turn times unchanged for settlements in your description?
