They should just use the default burning overlays since I’d doubt most authors would bother touching that part of the .VMT code unless they explicitly WANT to replace the texture paths for their own custom burned texture.

The code that dictates whether or not the Witch gets the burning overlay applied or not is broken.
Even then, I've seen people work around it by using the "Infected" material shader, however that also comes with the downside of incompatibility with reskins (as that requires .vmt modifications to make the Witch burn properly).
Her bra uses a separate burned overlay, but it’s so faint, that replacing it would look weird due to the reflections.
Plus I don’t know what else in the game uses that specific texture, so I didn’t replace it in the off chance it conflicts with a random map texture or smth
