Look at my comment please, if you were to goto the YouTube pages of these music pieces everyone's in agreement that the music is just out of place for the Combine and they constantly reference the Empire from Star Wars with how the music's composed.

The song sounding goofy is usually why Valve decided to not use it in the final product, just about any comment about this and Combine Harvester compare it to the theme of the Empire from Star Wars.

There's also another cut music called "hl2_song24_lamar.mp3" and it was originally supposed to play when the player is ambushed by a headcrab while exploring a zombie-infested shack during "Water Hazard" or when a first headcrab appeared on "A Red Letter Day"
