A Look Ahead: Announcing Update 1.3! (WIP)

While I continue to monitor for bugs, I'm excited to announce that work has begun on the next major update, Version 1.3 . This update will introduce a new, economically focused treaty: the "Sponsored Migration Program" .

This non-forcible treaty will allow you to directly pay another nation to recruit a percentage of their primary population to fuel your industries and settle your lands.

Conversely, you will be able to receive payment for sending your own people abroad.

The cost and AI acceptance will be dynamically calculated based on the number of pops and the wealth of the nations involved. This adds a powerful new tool for peaceful demographic engineering and economic statecraft.

Update 1.2.6: Awakening & Balance

A new update is live, focused on balancing and integrating mechanics from the 1.10 "National Awakening".

Key Changes:

80% Migration Cap: To improve realism, a single treaty will now migrate a maximum of 80% of a culture's population, preventing the complete depopulation of nations with one action.
Subject Modifiers: The AI's acceptance is now influenced by its subject type, liberty desire, and attitude towards its overlord, giving you more leverage.
Cultural Fervor: Fervor from the "National Awakening" DLC is also a factor now. The AI is eager to let go of high-fervor pops but reluctant to accept them.
Subjecthood Law Balance: The acceptance threshold for 'Migration Controls' has been lowered to 40 for nations with this new law, making more cultures eligible.
Fixes: Corrected a calculation bug that could cause some AI acceptance values to be duplicated.

Update for 1.10 & Future Plans

Hello everyone,

A small update is live to ensure compatibility with 1.10. I've fixed a few modifiers broken by the game update; everything else should work as intended.

I've also seen your feedback regarding the difficulty of choosing cultures to repatriate, and you are right. The new Subjecthood citizenship law in 1.10 significantly lowers cultural acceptance for many nations (e.g., Austria now has only 40 acceptance for North Germans).

Please remember that if either country has the Migration Controls, you need at least 60 accept. for a culture to be eligible. The new Subjecthood law makes this very restrictive. If you want more repatriation options, consider changing this law. Even National Supremacy often provides better acceptance.

I am now working on the next content update. The plan is to introduce some new mechanics, re-balance existing numbers, and integrate new 1.10 features like Fervor into the AI's decision-making. Stay tuned!

No idea what functions are missing, if any, because it seems to be working fine for me. People might just be using it incorrectly, I had to figure out how it worked myself. First asking for a pop exchange in the diploscreen and then making a treaty within 10 days or it resets.

Please tell me:
1) Your country Migration and Citizenship laws
2) Target country Migration and Citizenship laws
3) Base cultural acceptance number of the target culture in your country
4) Base cultural acceptance number of the target culture in target country
I will definitely fix all the problems in the update.

I dont understand why I can import any culture, but I cant deport anyone besides my main culture?

The idea that a government would happily let unwanted populations leave is a very modern projection. In the 18-20th centuries, controlling where minorities could live, move, or emigrate was a common tool of power. Governments often wanted to keep "undesirable" groups under control, not let them freely depart. Russia kept Jews confined to the Pale of Settlement and frequently denied them passports to emigrate. Ottomans restricted Armenian departures, fearing exiles would support nationalist movements abroad. Qing China banned most emigration until the mid-19th century, while the US barred Native Americans and enslaved African Americans from leaving reservations or plantations. Even the early USSR locked down borders for Poles,Jews,Koreans, and others. They saw minorities as taxable, usable labor, or potential threats abroad.

If you as a player want a fully open society, just pass No Migration Controls or better Citizenship laws - the game already gives you that option.

I agree with tsnfosst, just not in the tone they used. While it might technically be “illegal” in a sense, I can’t imagine a country would strongly oppose removing pops that aren’t accepted.

I’d really appreciate it if, in the upcoming 1.10 update, you allowed us to repatriate pops that fall below the acceptance level. Not into, but definitely out of, said country.

@tsnfosst, both acceptances matter. If your country has migration controls, that means you yourself (your government) prohibit all your pops below 60 acceptance to leave your own country, mate. Pass no controls and your acceptance won't be relevant. You're not trying to sign a treaty that circumvents your own country's laws, are you?

But to be honest I haven't figured out everything yet about what they changed in the update with cultures and acceptances, so it really might work not as expected. I will fix everything when I update it to 1.10 properly.

I have already played with this mod and there is some bugs/ I played as Wallahia and it was imposibble to orginise repatriation in Russia becousw i cant find my culture. But as Russia it was possible to do that. Also i cant orginse repatration of my culture in Serbia becouse there is no my culture in list of culture for repatriation. Wait for update, the best mode

@MrJaMan: I still haven't explored the new features that 1.10 brings, but I think this mod should work fine. You can try to use it as is with 1.10 while I'm checking the new patch. I will soon release a small technical update with 1.10 compatibility tag when I'll be sure that it really works fine. After that, I will work on the next content update with some new features. Meanwhile, please report any bugs or weird behavior you might encounter, it really helps a lot.

Hi @AnthoniMM. You need to click "Prepare Repatriation Treaty" diplomatic action on the desired country, then the preparation event fires. There you need to choose direction and culture. After finishing this event, you will get a timed modifier, which will allow you to propose "Cultural Repatriation" article in the default Treaty screen (target country - draft a treaty).

Hello! This mod is very interesting. I have it activated, but it doesn't seem to be working. I offer treaties to countries, and even though they seem to accept it because the green tick appears, I click "confirm and prepare treaty," and nothing else happens.

Thanks for an amazing mod that really adds some fresh ways to play! Only one point of feedback which is to support what someone else (Piratatinha) said - if you could make a way to limit the amount of total population that moves, that would be even better.

After a few runs, I find I really try to avoid using the mechanic because it feels odd that none of the original pops are left in their homeland, and it just breaks immersion .

Maybe limit things to 25% or maybe even 50% would make it more usable

Hi @gaihanyu. The main criteria is "pops should be able to migrate". That means either "no migration controls" law or "migration controls" law + base acceptance of 60+ for said culture. For both sides. Please check migration controls laws of your and target country, and if any of them has migration controls, check for base culture acceptance in the corresponding country (which has migration restrictions).

When formulating the cultural repatriation treaty, some cultures in my country do not appear at all. Why is that? I checked the laws. Both I and the target country have cultural diversity and freedom of belief, but some cultures do not appear in the selection at all. I would like to know what is the reason.

I just figured out where I went wrong. It does actually work without the DLC, I was just confused on what exactly to do. (I thought it was supposed to open up a treaty window itself, but it just activated an option to use it in a treaty within a time-frame)

Hi @NateExplosion. I haven't tested the mod without CoC DLC, but as far as I know the new treaty system was in the free 1.9 update. Please, provide me with your exact steps and the outcome description (e.g.: selecting a country, pressing "prepare treaty" diplo action, choosing culture, proposing treaty with repatriation article, they accept, nothing happenning), so that I can help you.

@Yaru thanks for the respond i tried again and prussia had national superiorty and restricted migration if you have any place where i can send you a video i can always do that if you need that also another idea would be to make the treaty stop or be unvalid when there are no more pops of that group

Hi @Gohan! Yes, thats it: you should try to enforce some laws in Prussia to be able to request their pops. But you should be able to send their Primary Culture to them almost always, except for completely Closed Borders. Please check their laws and report back, I will check the conditions.

Also you are right: you should definitely have your subjects (especially puppets) to be more amenable in terms of treaty acception. I should add the appropriate check and bonus to their stance.

i think the migration law should be bypased my problem was that i couldnt ask prussia for polish pops but i had the issuee that they had national sup and regulated or closed borders i couldnt even give them north german pops also another idea i have is to be able to force migrations on puppets example austria forces polish pops to krakow to get rid of west galician poles germanizing it tho its a 10/10 mod shouldve been in vanilla game:steamthumbsup:

@bingKilling: I haven't tested it, but it should be. This mod is mostly event-based. It adds new diplomatic action and new treaty article, it does not interact with political system in any way (it does check for laws like migration control and cultural acceptance levels tho).

It would be great if we could have a diplomatic agreement to take a portion of a country's primary pops, with the player being able to choose a percentage of the population to emigrate (for example, 5%). The higher the percentage, the lower the chance the target country will accept. To make the agreement, the countries would need to have good diplomatic relations, and the country receiving the pops would have to pay a sum of money to the source country. Historically, Brazil did this with Northern Italians and Japanese.

Your mod is very good, but you could limit immigration of the minority people to a percentage of total number of pops, like 75%, it is very strange that Albanians or Poles do not exist in their regions.
