I tested out both mods together, the Console Edition HD Art mod does not stop it from working, either another mod you have is interfering or your empire does not fullfill the requirements to upgrade it.
You need to apdot and finish the cloning tradition.
The upgrades are also locked behind the tier of the capital building, each tier giving access to another tier of the clone vats.
It could be that another mod changed the value of the @clones_sustained_low, which in turn exploded the numbers of pops sustained.
It exists now, it should hopefully work without too much issue.
All in all, there should be a max of 6500 clones per planet with a Genomic Research Center, a fully upgraded Gene Clinic, and a fully upgraded Clone Vat.
The only other source of clones would be the ancient Clone Vats which each provide 2500 Clones.
