Report a translation problem
I assume the issue is something to do with the weird chinese ones i'm testing out. anyways that is good troubleshooting advice. I will probably try verifying the game files too. since that could be part of it.
Just now searched though all the mods that you have and none of them have conflicting name with any of my modfiles. The only thing that i can suggest for you now, is - clear the scripts folder, and re-enable all the mods;
Press Win+R and copy/paste this: %AppData%\The Creative Assembly\Rome2\scripts - delete all files there, launch the game and if there are any more mistakes, i'd suggest getting your mods in order, at least so no mod would make all characters look faded as if they're dead.
so i've downloaded monstrous pack of mods, and well, gotta tell you, it's definitely not this mod what breaks your game
I have played the campaign with my mod on, and yeah, there were disappearing/missing heads from char portraits, but guess what - it also does the absolutely same thing without my mod! The easy conclusion from this - it is not my mod(IU) which does it!
By the way, i have no idea if you've noticed or have it, but the char portraits are all black, like if the characters are already dead. How do you even play that?

Quite impossible, to be honest with you, since this mod does not affect characters in any way (character caps - yes, characters themselves - no). You can even check out mod's insides, if you have the tools for it.
Though i am still curious and I'm up for testing it out - add me and drop mod names or links, please, would be happy to help and find out what could be causing such things.

Tested with DEI and it works (IU load was prioritized)!
@IrishBandito: Downloaded DEI, tested their mod, and yeah, they have the same structure, but it seems their "fame_level" tables are somehow forced to load via some script file that I can't identify, so I can't figure out how to make my mod compatible with it :(
I find that the vanilla values are too restrictive but unlimited is kinda too much for the engine
I think a middle ground will also be very successful
I'm not really familiar with DEI, but i think you'll get it to work if you'll prioritize this mod's above all (or just above DEI).

I want to add, more agents is not just good idea, it's really needed for some factions for early game. For example, when I play for some 1-settlement Imperium I barbarian scum, I *desperately* needs at least 2 dignitaries. One for decrease army upkeep, one for develop with Tutor skill as soon as possible.
More agents is not a bad idea, it's actually the only right idea. I would like to use this mod, because more armies is 100% right idea also, but I need more agents just as much. So for now I continue to use Nordo's improved edicts mod for more armies+edicts+agents. ;)
No need to worry about "55 enemy agents" doing nasty things to us. It just means we need diplomacy or unleash our own agents to kill the enemy's. And develop generals also.

@https://gtm.steamproxy.vip/profiles/76561198136462990 - it is possible, but it's a really bad idea, imagine 55 enemy agents taking actions against your generals/settlements etc. And AI loves to do that. So probably no, not gonna do that, - though maybe if i'll find a way to separate amount of agents for ai/player separately - then sure.
And that's for the best. Don't worry, the AI won't be able to recruit all 9999 million armies at once - he won't have enough money for that
