instead, it'd make much more sense to scatter chunks of rotted 5P/Exterior across the Shaded Citadel (sort of like Silent Construct, but with 5P in an even worse state) and Shoreline

I think it's more complicated though, and depends on the progress of the plot in outer rim (if yk yk), but i don't remember exactly. I think after the first time you'll always end up in OR, untill it's fully grown, then 50/50 (OR or rotted region), and after the rot ending it switches to this scheme (but i may be wrong though)
But also if you warp in one cycle too many times (until your ability meter is full purple), any next warp will throw you in rotted region
tho i would rather not see poor moon in the state the strain of the world is in during the watcher campaign (she might be sad :( me no want moon 2 be sad)
Startistically speaking, when i add more regions, chances of getting somewhere new will be higher, just because it's gonna be more regions lol
i know pebbles wont be seen in this but i feel the key thing to differenciate this, is the idea that maybe the blue rot and the purple rot are separate entities, and they're both in a way, fighting to see who can consume pebbles

the iterator place in the rotted regions is probably supposed to be the iterator the prince consumed, maybe a corrupted pebbles would be pretty sick imo

I'm not extremely creative with names, but I think a simple name will get it across. By now Pebbles is almost certainly dead, and it's likely his Rot or the Sentient Rot have eaten most of if not all of the purposed organisms within. I definitely hope all the Rot is dead/mostly dead like in the secret region, just something to differentiate it from Rivulet's Rot.
Icepalace's "Necrotic Carapace" is pretty sick too, and does something similar to what my suggestion is, so I'd totally vote for it.
Also to reply to B.L.U.S. extremely late: Rot isn't exclusively a Pebbles thing as pearl dialogue from the basegame implies that he's not the only one who has had the Rot, just that it's "pretty bad".
