@TarkusZhmikhich are those mods? I doubt this mod will affect anything other than base game (vanilla) empires.

Default Empires from ME Asari and Elves of stellaris remains. Also basic Florin Mechan remains. Not a big deal, but still.

Appreciate the assist! I've moved to the bottom of the list. That seemed to have removed the issue.

I did find the the mod that was causing the issue: Ethics & Civics: Bug Branch (https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2517213262) .

If loading above it, it will completely break your mod. If loading below it, it will hide everything but 4 of the Ethics & Civics: Bug Branch pre-made empires.

@Taintickle
Place the mod last in the load order, that should solve it.
It's a simple mod that literally only removes the predefined empires, so it won’t affect any of your other mods.

This is my Mod Pack I use with friends https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2807759885 My guess it's probably the extra traditions or anything adding Empire changes in that list.

@Taintickle Weird. Are you using any mod that changes the game's predefined empires?
Taintickle 28 May @ 9:55pm
Does not seem to be working, but I do have a lot of mods running. I have it at the top of the load order, however. Anyone know of any mods that would conflict with this?
Davi 6 May @ 11:26pm
ah thanks :)
GuhSZCHAVE  [author] 6 May @ 3:52pm
@Davi Working normally now. There had been a small bug with version 4.0.3.
Davi 6 May @ 1:11pm
Doesn't seem to work for 4.0? Or am i missing something?

@Roboctopus, ah that makes more sense. I didn't consider that because my random gen empires from things like rebellions always end up being some atrocious combination of the mods I have downloaded lol. Like covenant from halo leading a democratic government with the 40k space wolves logo as their flag XDXDXD. So I would never want them to show up intentionally lmao.
GuhSZCHAVE  [author] 13 Apr @ 2:37pm
@REDbeard Yes. With this mod, only random empires will be generated (if the game conditions allow, such as not using all the galaxy slots with custom ones).
REDbeard 12 Apr @ 4:01am
Does it also include the Federated Theian Preservers? I hate those bastards, particularly when they spawn in with a custom empire using the Titawin system.
Roboctopus 11 Apr @ 4:08pm
@DocHolliday the idea is to have all random empires, not all custom.
DocHolliday 11 Apr @ 10:51am
Albeit their flags randomize sometimes on game start for no reason.... Thats a paradox game for you...
DocHolliday 11 Apr @ 10:51am
You guys know there is an option to force custom empires to spawn right? Then you can just limit the amount of empires that spawn to the amount of forced custom empires you have...
MaloDrex 7 Apr @ 8:28pm
Hey,

An alternative is to change the "CUSTOM_EMPIRE_SPAWN_CHANCE" value to 100 in the "C:\Program Files (x86)\Steam\steamapps\common\Stellaris\common\defines\00_defines.txt" file, then to create as many custom empires as wanted and set them to force spawn (ON "phoenix" symbol button for each empire).

Best regards.:steamhappy:
