Using this mod is already cheating. It's a pretty disingenuous claim to say its only cheating when this mod permits the player to improve the quality of items for free as opposed the very introduction of the mod to introduce a repair option that's not even in the game.

As mentioned in the comments below, if you want to exclude items with 100% repaired HP, you'll be happy if you set it to 99% or less.
If you keep repairing the same item, it's probably because the item isn't of a quality higher than the setting.

Also, the reason for the decrease in quality is that the resident's sewing skill is low. As the skill increases, the quality will increase.
If the same problem occurs when using the equipment dismantling filter, then it is probably not a problem with this mod.
Did you set the filter incorrectly? For example, if you want to dismantle and repair items that are below 90% or below fine quality, you'll need to set up separate queues for items below 90% and items below fine quality.
I would rather have item to be repaired with a cost of half of the material to create item, but item retains it's quality.
So if you craft Superior ot Flawless item you can keep it and repair it for a fraction of price later. Otherwise its just a gamble. Yes, you don't spend resources but as I said it's way more logical and preferable to have item keep its quality but for a price.
But I recommend playing with the filters.
I'll tell you how I have configured it:
Manage all villagers to dress/arm with X, but drop it when it is damaged below 60%.
Repair all items of X quality, when they are below 99%.
Destroy all bad quality items.
This in principle, will generate that your villagers do not destroy good items, and do not repair them forever.
Unfortunately, very often, the system will eliminate/repair items ignoring the quality/percentage filters.
