This mod is reported conflicts with Kazimierz mod. Yet I haven't fix it.
One Sailing Frigate should only have one chance to settle. And for hurricanes, Firaxis didn't give our api to prevent population from being killed, and only a city that have a governor could prevent improvements, buildings and districts destroyed.
The Sailing Frigates can use the ability to settle a city an infinite number of times. Is that intentional? Also, hurricanes will destroy tile improvements and kill population in affected cities, which I think doesn't fit with the theme.

点一次进入开拓者滤镜,然后点击相邻的地块就能建造城市了
人口换产出算是设计的一部分吧,如果想避免被飓风刮掉人口可以把总督派走。
官方bug,或者说是个文件命名的bug。没什么好的解决办法,可能你有其他mod报错了,也可能本地有文件损坏。

触发概率是 0.4 每过一个时代会多判定一次。另外,会尽量避开没有总督的城市,所以你要想吸飓风的话得拍个总督。
