For those who have the same issue, just unsubscribe and subscribe to update the mod - that will fix the artillery issue.
So, it took me a while and many game restarts (thank god for SSDs), but I narrowed it down to "Construction sectors add infrastructure" mod.
Yesterday the issue was this mod, you fixed it, and it was working. Today, issue came back, and apparently it was being caused by that mod. I don't know enough about modding to make sense of that, just thought I'd like you know. Thanks for the response.

It should be fixed now, I guess, I just updated it again and I checked the downloaded local files, everything looks fine except this update somehow doesn't appear in the change log here, probably a glitch of steamworkshop
If it still didn't work:
1. Try unsubscribing the mod until the older file is deleted.
2. Resubscribe the mod.
3. You might also need to start a new game, since the already removed artillery foundries won't come back.
1. In the latest hotfix 1.10.3, Paradox fixed a long existing typo of artillery foundries internal building group name:
bg_artillery_found a ries -> bg_artillery_foundries, that extra "a" had been existing for years.
2. This caused artillery foundries' building group become invalid with this mod, so the game would remove all artillery foundries when loading/starting a save/new game.
3. This bug should have been fixed. I updated the mod twice, but it somehow didn't overwrite the older files, I will try to re-upload it later.
1. Companies investment cannot build new buildings if you disallowed them, because they are scripted as private investment too. If this somehow happened, please check:
-> Mod compatibility
->Foreign investment ( from foreign countries) restriction, as each feature only targets one type of investment: domestic, to foreign countries, from foreign countries.
2. "Privatization Only" is always possible via this mod (by using decree or the sub-mod add-on ), the only exception is investment from foreign countries, however you can still force them to only expand existing buildings.
3. So all in all, I recommend you check your mod compatibility or review the button description first.
Howdy zzz www. Thanks for the mod. Im still evaluating it. One thing I was hoping to be able to acheive, with this mod or one like it is for companies to but only the buildings I have already built. After a lot of experimenting and plenty of reading I thin kits the case that companies can choose to build a new building or privatise one. I would very much like for companies to privatise what ive built but not build themselves.
I enjoy playing command economy because I can set up my buildings a very particular way for multiple reasons (MAPI, immigration, urbanisation, building big in a large starting population state for tools or motors). Its a lot of work but a part of what I enjoy about the game. The private construction queue messes with this royally. In my mind this is how id like the private queue to behave. Buy anything that your rules allow that already exists.
I might go further and say it should buy only what I have set to privatise in interventionism. It would be nice to use the private queue and not feel like i have to use command economy.
Having said the private queue often builds the "wrong things" in the "wrong places" and as the game progresses in stupidly high numbers it will also often buy buildings that are less profitable than the best i have available. Like the first buildingit finds that is valid itll buy. If I can selectively privatise my most profitable buildings to companies (theres multiple laws that say private queue disabled except for companies".
In a perfect world id like to transfer assets directly (Im happy to get nothing in return except for company ownership). It feels like that should be a basic vanilla game feature.
So yea, any chance you can offer an option to only privatise ? I think theres less chance of this but any chance to llow direct transfer/sale of assets to businesses ?
I need to investigate the game files see if i can work out if i can make some edits myself to increase the chance to buy rather than build. If I could get the company to mostly buy what ive already built and marked for privatisation your mod can mostly stop the unwanted building already.

only "levels_per_mesh" and "has_law:" lines needs to be changed. one can still use before mod gets updated. nothing is broken.
