I'm not sure that that's a hat specific bug.

There's a bug with the hat I noticed with Unusual effects. I can't really show it but like, there was this huge transparent box that blocked the effect under certain lighting.

For reference, the Cozy Cover-Up and Fuel Injector have had a style added after release, and others have added missing styles or fixed bugs; there's still some hope!
