I have a suggestion that keep force_privatization_bool = yes because this is the core of laissez faire. Also AI is acceptable on auto-building.

To meet the purpose of downsize buildings, you only need to change the disable_nationalization to disable_nationalization_without_compensation.

This allows player to nationalize buildings as interventionism.

How can I downsize the buildings when they are privately owned? I've scanned all the "downsize" in the files but had no idea about it.

- enabled forced nationalization
- disabled forced privatization

So keep in mind in order to downsize you first have to own or respectively nationalize the building
