Downsize while Laissez Faire

Description
Enables to downsize and downgrade building while the Laissez Faire law is active.

Compatibilty: Super light weight, only adjust the laissez faire law.

@does this still work for 1.9? I guess but some other effects are out of sync like the additional company. So I wouldnt play it right now

I have a suggestion that keep force_privatization_bool = yes because this is the core of laissez faire. Also AI is acceptable on auto-building.

To meet the purpose of downsize buildings, you only need to change the disable_nationalization to disable_nationalization_without_compensation.

This allows player to nationalize buildings as interventionism.

How can I downsize the buildings when they are privately owned? I've scanned all the "downsize" in the files but had no idea about it.

i have no idea if this is related to this mod or not since i have 25 mods in my playset, but my game always crashes when i try to nationalize my artillery factories
