Still works in 5.2.4! Make sure to activate it before conquering any settlements. If you activate it after conquering settlements, they will all become level 5, but won't upgrade.

I had the same problem. Now all my capitals are minor settlements with only four slots. Had to disable the mod.

Just to let you know the starting area for belakor captures as a minor settlement instead of a dark fortress. Thats the settlement of Konquata in Albion province. Tested with and without mod.

For some reason this mod makes all my minor settlements major settlements with only five slots? And they all have walls?

I don't think its possible but I will try if once SFO Updates since I did this mod just for I can properly play game with SFO and Zharrhammer
