Updated version of bushez's Settlement overhaul for WoC

Original Mod is not required but it is gonna showed to be as recommendation since Bushez have paypal

DESCRIPTION:
This mod is intended to make the Warriors Of Chaos like any faction in the game (Normal Settlements).
# Resource buildings will go now up to tier 3 and will give improved effects.
# Minor Settlements will go now up to tier 3 and will have more buildings and slots
# Major Settlements will go now up to tier 5 and will have more buildings and slots
# Chaos Fortress stay the same.

Still works in 5.2.4! Make sure to activate it before conquering any settlements. If you activate it after conquering settlements, they will all become level 5, but won't upgrade.
