The promo screenshots show a good use of team-color paints to fit loadouts, more grounded colors you imagine this hat would have and not something outlandish like a Lime Green or Pink loadout

All of which execute the paint region far better than this cosmetic does. There's no reason why it couldn't have had a paint region similar to A Hat To Kill For, it literally has the band around it and everything.
I'm sure there are hundreds more examples of non "entire model" paint regions in the B through to Z sections of the list.
