Inspired by "Witch state randomizer", the idea does only 4 things.
There's an uncommon chance a sitting witch would change into a wandering witch upon spawning, but never the other way around.
Sitting witches spawned in water that slowdown survivors are 100% forced into a wandering state (this is to prevent obscured underwater sitting witches, happens a lot in Swamp Fever).
The witch bride at the altar on c6m1 cannot be affected, for story purposes.
Finally, witches spawned on c6m1 would be regular run of the sugar mill witches, except for the one at the altar. (I have an addon that spawns extra witches, random brides around the map breaks the immersion a bit)
