Throwable and consumable for some health. I think if the ice cream is eaten to much, the Scout will get brain freeze and will slow down in speed.

Thrown at enemy: frozen for 7 seconds but cannot be killed while frozen
Thrown at friend: garunteed mini crits but slows down 10-25% (class depending)
eat it: garuteed mini crits but slows down 25% (always cause scout is fastest)

i think it should be throwable and consumable. throw: obscures enemy vison (has to directly hit the enemy) douses teammate (again direct hit) eat: acts like dalokhos bar.

If consumable
+ On Hit: 100% slow movement for 1 second
+ On Kill: Freezes opponents
+ 10 seconds of effects, 20 for recharge

Or if ya throw it
+ 100% slow movement for 5 seconds
+ On Teamate: Fire-proof for 5 seconds
