Report a translation problem

I did do an update to correct a texture error yesterday, and Steam may be messing up as a result of that. Let me know if the issue persists.
At least, that's how it's supposed to work, I think.
Mercifully, Steam has seemed to get itself sorted out.
Workers & Resources keeps giving me the "Uknown Error (Error code 2)" message. Evidently, error code 2 corresponds to a general error. Valve says that they don't offer support for submitting things to the Workshop.
This keeps happening, even if I create a blank mod and attempt to update only its text description.
On top of that, I've tried all the usual tricks (emptying out all the files in the mod, replacing the "previewimage.png" file, and so on). I've even re-installed Windows on a second computer, then installed Steam, and tried all of the above there.
Nothing's worked so far. If anybody has any ideas, let me know.
