One reason is the buildings were renamed after 1.4. Another is the sleeve casket hasn't required neutroamine since some time around 1.4, only the gestator needs it.
While fixing the name and only patching the gestator would work, one option to fix this would be for this mod to makes its pipe network use the "linkToRefuelables" feature available as part of the VEF and only load the network if the Android races mod is not installed (IfModNotActive). Then none of the AC patches are necessary and can be deleted.
If you have a github for this I would be happy to produce a PR.
I don't know how though (a shame, it's a very practical mod :O)
You might want to mark it as incompatible, maybe, or see with the author what it is they're doing that could cause such issues..

As far as Altered Carbon, not sure how to integrate it. I will look closer at the piping system in Vanilla Framework, please let me know if they respond telling you how to do it.
