The metal detailing is too fine; it should be less detailed. It should look more like the metal used in the Modest Metal Pile of Scrap, as well as those Engineer goggles used in the loadout promo.
The rest of it is nice.

Everyone's so damn picky all the time. Good modeling, good materials, non-offensive, non-disruptive. If it can't be painted that's a bit of a shame, but there's nothing to really say "No" to about it.
In the end, it's another top-hat and if Valve wants another top-hat we're getting another top-hat, whether it's this one or another workshop entry. Might as well make sure it's a good one. Voting based on personal preference and not the quality of the ACTUAL ITEM YOU ARE VOTING ON is just a pain to see, and just a kick in the pants for workshop creators.

Conceptually interesting and gets points for being silly, but kinda just looks like a background prop from a 3D platformer.

A little too much verticality, and the metal texture doesn’t look like it’s from TF2, but I think it would be alright with a few minor adjustments

Eh, it's just another object on head, but I appreciate the fact that this is only for Medic & Engie and not another all-class hat.

Top tier halloween-case item. Otherwise, a solid no, but good work on this.
