No idea.
This mod is based on Cosmoteer Classic, where ammo production didn't required resources. It's as close to that experience as you can get with minimum changes. Here, only value of resources consumed during production is changed, from 1 to 0.
It's not actually a cheat mod, more like "old game play style" mod :)

But, if you want to make a derivative feel free to do so. To prevent selling ammo for cash you can just set their value to zero in your mod :)

could we get a bulkier, slower, more power-hungry version of this that doesn't replace the vanilla factory? i feel something like that would be a more interesting feature, while leaving the vanilla factory as a still-viable option if you want faster but limited time production

also, do you know of any mods that disable ammo selling, so that bit can't be exploited?

They affect Consumer values inside existing rooms.

I think it will be faster to ask the author to provide a small mod for that. Thing is, mod loading order depends on workshop publishing order, so any ammo factory released after this mod will not be touchable from here.

Alternatively copy paste this one and make a mod yourself? It is super easy for switching consumption to zero.

Maybe I'll just mark this mod as a [Cheat] then? I would rather avoid messing with other parts of the game, as this can get scary with so many different mods out there.

You can purchase a single unit of resource at starbase, no need to mine them.
Here is the problem - in order to make factories use only batteries I would have to delete nodes responsible for resources, specifically for resource consumers or similar. This would make any future mods applied after this one that modify anything in there crash the game, unless mod maker puts IgnoreIfNotExisting = true in rules file.
And there are mods out there that modify wide range of things in one package, factories included x_X


Probably this was the reason why classic factories mod was removed, although I am just guessing - author didn't wanted to bother with compatibility issues.

They are down to vanilla levels:
- Ammo 1
- HE 1
- Emp 1
- Nuke 1
- Mine 1

You can change these with notepad yourself if you really want :)
All that you need is to open mod.rules file and change ToQuantity = 1 to any number you desire.
