1) If you tie it to Soldiers that means the invasion forces will have to be beefy.
2) You would have to change Army behavior so they don't run away from fleet combat.
3) You would need to have a new "retreat" button which would switch the fleet's engagement method (the combat computer thingy) to be "go to 400 units away and run a script to end combat" kind of deal. The base-game retreat involves forcing the fleet to go MIA for a long time and that really doesn't fit into what this mod would be trying to achieve.
4) Either vastly increasing the combat width or making all armies much more rare.

They are the same file, decode with a base64 decoder.
I do not allow copies of my mods, especially when translations can be included to the base mod.
