Maybe because I'm using the Multiplayer Compatibility Mod? But it hasn't done this to any of the other modded civs I have...

that is utterly strange, you should need the Commission Office unless something went wrong with the lua for whatever reason

For some reason, I'm able to build the various commission buildings (Tenryou, etc) without needing the Commission Office, and even with other civs. Not sure what's causing it.

what do you mean
the commission office should be unlocked at currency like other markets. If you mean the preview screenshot that's because I'm testing stuff using IGE
