To answer all below, its because The Passing came out first before The Sacrifice meaning Valve was still figuring out who the canon choice was to sacrifice when they made the poster I guess.

I intended to originally make a version where I just made a big smudge where Bill is to give him a spirit like appearance, like he's haunting the original crew. I didn't think a lot of people would have liked it though.

It's weird that they were trying to hide a reveal that became fully public only a few months later with The Sacrifice, back when Valve used to make games.
