Report a translation problem
You need to go through the no_climate table and manually add values for "wh2_main_effect_building_construction_time_mod_all" effect to the unsuitable regions. Same thing for the "wh2_main_effect_climate_recruitment_duration_all" effect.
This will make the mod work for SFO.

likely radious has its own custom climate effects
I tried it before and didn't help. Tried it again now and it didn't help.
But on a hunch I decided to try running the game without Radious modset. And your mod worked.
Enabling Radious kills it. Tried loading it before and after Radious. No change.
Can't have nice things I suppose.
Stopped working after latest patch.
I tried unsubscribe/resubscribe. Tried changing mod order. Tried playing without then enabling again. Didn't work.
Could you check please?

the game sometimes holds some kind of invisible mod cache

The unupdated symbol doesnt mean it doesnt work
all it does is set the climate penalties in the code to 0, not sure how that breaks
although it is probably not save compatible, the game at least when i tried it, could not revalue a few modifyers, for example when loading an old save, the replenishment penatly was not set to 0, but on new saves it was
in other words, its probably not save compatible
