Report a translation problem
I did some research and that's my hypothesis. It's actually not a bad idea to manually delete everything in your local Mods folder every once in a while to ensure everything stays up to date. This folder is typically found at "USER/Documents/My Games/Tabletop Simulator/Mods" in whatever local drive you downloaded the game to.
Deleting or simply renaming "Mods" to "Mods Backup" should make it download everything from scratch as you encounter in-game objects again. If you've been playing this game for years and years like me and have never cleared it, there's a good chance this folder is like 30+ gigabytes of multiple instances of every object you've ever encountered. There's also in-game settings to disable caching entirely.
Thank you for supporting this project! In my files I found a homebrew expansion for KoT that I never fully implemented into this table until now. There are 6 Monsters marked with "Red" outlines, these Monsters have alternate Ultimate Monster Boards you can choose to play with. Rules are in the notebook.
There are 3 Monsters marked with "Blue" outlines, these Monsters are missing their Evolution Decks, and have a placeholder so the script doesn't break. I was unable to find their deck images during restoration. If you know where to find the files, contact me and I'll update the mod again!
I want to (once again) voice appreciation for the work you did on this mod in the past. This mod is surely not a priority for you - especially after losing so much data - but I do hope we get to see its return when you have the time to restore it.
I still have all of the assets for this project cached on this pc, it's just a matter of finding those files, uploading them properly one at a time through steam, and replacing script/GUID references to bad objects... I'll get around to this Soon™ when I have more free time.
Worth noting that the mod is missing character: Cybertooth (2019).
I've played KoT on another online site which appears to have the latest complete content, and the only thing I'm aware of that's missing in your mod is the "Even More Wicked" gauge, which according to BBG is from the Dark edition of KoT and now an official mini expansion. https://boardgamegeek.com/boardgame/364182/king-tokyo-even-more-wicked
There are several KoT Dark version mods available on the workshop here, perhaps you could get the files from there to combine into a completely uptodate version? :)

The light is cosmetic, so no harm no foul, but if you really want to do diligence, the only thing I can recommend is to delete the light bar from your files manually and reinstall the mod (there isn't a simple way to uninstall mods from TTS). If that doesn't fix it, it's possible that whoever was publicly hosting that obj file took it down. It still works on my client, but that's expected due to the way TTS caches a copy of every texture and 3d file locally. Happy to help.
