Yeah, thats why I usually don't recommend this version of the mod. The other versions make exceptions for weak units, and the depopulator plus mods gives everyone, including the AI, more starting units.

i tried it, and was really fun for me, but the AI is very nerfed, they can not seem to handle their populations well

Free units won't use up any population, only units you produce or buy at cities will consume population.

You are right, how does this effect free units? (Example scouts from goody huts)

Well, what would be the point? It would be the same as saying "only cities with 2 population can make units"
