anyone who knows there's a mutator does when player drop spare gun then pick it up, can stack a tons of ammo as back up???

Possibly the Xmas update broke the mutator and as far as I know, it will not be getting any updates to fix bugs etc, sorry to say.

They are created when you run the server. So start server, wait for it to load, then stop it. ini's should have been created in the config directory.

@CaptainNitwit Maxplayers Mutator was created by [TW] Zane who left TWI I guess on poor terms so he pulled the mutator from the workshop.
