@ryan.drew that may be because there may have been changes to how the limits are calculated in the new update. In another mod I discovered that empire_limit = {} no longer works the way it used to.

Using this with the NSC2 comp. patch and it doesn't seem to be working. It is at the bottom of my mod list and with over 4000 fleet capacity it only allows one juggernaut and 17 titans to be built.

@marky612 That's regular functionality in the vanilla game. You get +1 Titan capacity every 200 naval capacity, up to a maximum of 20. :)
